建筑发展

2006年是实施“十一五”规划的开局之年。在省委、省政府的正确领导下,在全省建筑业广大干部职工的努力下,全省产业规模进一步扩大,经济效益进一步提高,实施“走出去”战略取得一定成绩,实现了健康快速发展的目标,为全省经济社会发展做出了应有的贡献。
一、综合发展评价
(一)产业规模进一步扩大。全省建筑业为适应国民经济和社会发展的需要,围绕提高竞争力,加快产业结构调整,产业规模不断扩大。截止2006年底,全省拥有建筑业企业5287家,比上年增长16.5%,其中特级企业6家,一级企业190家,二级企业1254家,三级企业3095家,劳务企业709家,分别增长30.1%、6.1%、15.7%和22.7%。在全部企业中,总承包企业2054家,专业承包企业2524家,分别增长26.4%和8.1%。进一步完善了总承包、专业承包、劳务分包配套成龙的专业结构体系,提高了市场竞争能力。在全部建筑业企业中,列入政府统计部门统计范围的主营建筑业企业2117家,比上年增长1.1%。其中总承包企业1344家,专业承包企业773家,分别增长0.5%和2.3%。
(二)经济运行呈上升态势。全社会建筑业总产值完成2041.7亿元,比上年增长14.7%。其中,具有资质等级的总承包和专业承包施工企业完成1448.7亿元,增长12.7%;签订合同总额2054.4亿元,增长13.9%,其中当年新签合同额1344.4亿元,上年结转合同余额710.0亿元,分别增长9.9%和22.3%;房屋建筑施工面积12557.7万平方米,竣工面积6024.1万平方米,分别增长11.5%和4.9%;实现利润31.7亿元,利税总额83.8亿元,分别增长7.6%和 21.9%。
(三)支柱产业作用显现。随着国民经济的快速增长,建筑业增加值平稳上升。2006年全省实现生产总值11660.4亿元,建筑业增加值624.5亿元,分别增长13.4%和8.3%,建筑业增加值占GDP的比重达到5.4%。建筑业发展吸纳了大量劳动力,特别是农村剩余劳动力。2006年全社会建筑业从业人员315.6万人,占全社会从业人员的8.7%,比上年提高0.2个百分点。建筑业发展改善了城乡面貌,促进了城乡和经济社会协调发展。2006年全社会完成固定资产投资5499.4亿元,其中建筑安装工程投资3161亿元,占57.8%。
(四)民营企业是建筑业发展的主力军。随着建筑规模不断壮大和国企改制步伐的加快,民营经济发展成为推动全省建筑业发展的主要动力,企业个数、完成总产值和增加值均占全省的80%以上,形成了以民营企业为主体,多种经济并存的多元化格局,共同促进建筑业发展。
(五)实施走出去战略成效显著。全省建筑业企业充分利用政策导向,凭借自身的优势,加大在外省市场的开拓力度,对外承揽工程逐年扩大。截止2006年,我省建筑业足迹遍布全国30个省、市、自治区,完成总产值349.9亿元,比上年增长15.9%,占全省建筑总产值的24.2%,对全省建筑业总产值贡献率达到近四分之一的水平。
(六)工程质量和安全生产水平进一步提高。全省工程质量监督管理系统网络建设进一步完善,在全省实现全部联网运行;住宅工程质量投诉案件较上年明显下降;巡查力度进一步加大,杜绝了重大工程质量事故。安全生产责任制层层落实,圆满完成省政府下达的安全生产责任目标,事故起数和死亡人数分别比上年下降31.1%和9.1%。

(七)产业结构不断优化。一方面建筑业所有制结构趋向多元化,国有集体所有制占全部企业数的10%,比上年下降2.8个百分点,民营企业数量及其所占比重呈上升趋势。另一方面优化了组织结构,做大做强建筑业企业成效显著。一级及以上企业占全部企业的8.4%,完成建筑业总产值占全省完成的49.9%;按总产值计算的劳动生产率187530元/人,高出全省平均水平38.8 %;人均利润2621元,高出全省平均64元。


二、区域发展评价
(一)“一线两厢”发展特点突出
——“一线”地区产业集中度高,成为支撑全省建筑业发展的隆起带。在全省建筑业总产值中,“一线”地区完成930.0亿元,占全省的64.2%,是促进全省建筑业快速发展的主力军。全省产值超亿元的企业276家,“一线”地区157家,占56.9%,培育和发展大集团、大企业成效显著。
——“南北两厢”发展较快,是做大做强建筑业的后备军。“南北两厢”地区完成建筑业总产值分别为380.3亿元和138.4亿元,占全省的26.2%和9.6%,从增速看,“南北两厢”地区增速高于全省平均水平,分别比上年增长14.0%和 29.4%。
(二)市县建筑经济呈竞相发展态势。全省11个设区市完成产值、利润增幅超过全省平均水平的有承德、张家口、唐山、廊坊、沧州、邢台、邯郸7个市,石家庄、保定、唐山3市总产值超过200亿元。县域经济中有7个县(市、区)建筑业利润总额超亿元,其中秦皇岛市海港区已达到2.2亿元。
(三)对当地经济拉动作用较为明显。利用环京津地理优势和我省丰富的劳动资源,保定、承德、张家口等市的建筑业劳务输出为当地经济社会发展做出了突出贡献,得到了当地政府的高度赞扬,成为当地经济社会工作重点。在省内经济较发达的石家庄、保定、唐山、邯郸等市,拥有大中建筑业企业占全省的59%,在充分发挥资金密集、技术密集、人才密集和劳务密集的优势的同时,积极创造良好的发展环境,加快其发展,效率得到明显提升,规模效益在全省名列前矛,所创造的建筑业增加值占当地GDP的比重较高。
三、主要发展措施
(一)调整所有制结构,增强发展活力
按照省委省政府的改革要求,积极指导建筑业的改革工作。目前,国有大型建筑业企业基本建立了现代企业制度,形成了进一步发展的制度基础。企业改革为企业发展注入了新的生机和活力,为产业的跨越式发展奠定了坚实的基础。河北建设集团在原河北省一建的基础上,经过所有制形式改造和企业深化改革,建筑业总产值由改制前的2000年的15.5亿元提高到2006年的50亿元,增长率达到21.6%,成为全国大型企业集团。
(二)完善支持政策,优化发展环境
为促进建筑业健康发展,在广泛征求意见的基础上,报请省政府印发了《河北省人民政府办公厅关于促进建筑业发展的意见》,建设厅根据《意见》精神,制定了关于实行工程总承包的办法,确定了重点支持的10家大型企业集团、30家优势企业,并明确了支持性政策,起草完成关于设立建筑业发展奖、规范建筑业税收等相关文件,在相关部门会签后,报请省政府印发或与相关部门联合印发。
(三)推进行政审批改革,提供优质公共服务
根据行政许可法的要求,省建设厅对于行政审批事项建立了集中办公受理、网上审批、办事程序、条件公开、严格办事时限的行政管理机制,在允许的范围内尽可能放宽许可条件,支持企业拓宽经营领域,进一步简化了审批程序,努力为企业发展提供快捷服务。着力培育大型企业集团和优势企业的发展,积极为企业提供优质的公共服务,帮助指导企业申报特级、一级资质,使我省高资质等级企业数量明显增加,也为企业发展奠定了市场准入的基础。
(四)整顿市场经济秩序,维护建筑业合法权益
按照国务院的统一部署,在三年多的清理拖欠工程款和农民工工资工作中,共为企业清理拖欠工程款135亿元,其中清理网上申报拖欠62.86亿元,清理拖欠农民工工资11.27亿元,极大地维护了建筑业的合法权益。在建筑市场管理中,持续多年开展了市场整顿工作,并不断创新提高,为建筑业发展提供了良好的竞争发展环境。积极探索并不断深化完善建筑市场管理制度,稳妥推行了“工程量清单报价、合理低价中标、工程担保”三项制度,进一步规范了市场经济秩序,提高了企业市场竞争能力。
(五)发展大型企业集团,构建产业发展强力支撑
为培育和发展大型企业集团和优势企业,在资质审批、建造师资格认定、市场开拓等多方面给予了最大限度的支持和帮助,大型企业的发展速度远远高于行业发展的平均速度,在建筑业发展中的地位和作用明显增强,产业集中度明显提高,2006年,入统企业中,8.4%的特级、一级企业完成了全省建筑业总产值的近50%,91.6%的其他企业完成50%左右。省建设厅目前已在河北建设网为重点支持的10家大型建筑业企业集团设立大企业风采专栏,指导编制中长期发展规划,帮助6家特级企业建设技术研发中心,争取甲级设计资质等工作。
(六)强化政府服务意识,拓展建筑业发展空间
为了给建筑业输出创造良好的氛围,省建设厅连续在北京、上海、天津、山西与当地建设主管部门共同组织召开建筑业合作发展座谈会,巩固和在京、津、晋三地的市场份额,开拓上海建筑市场取得了明显实效。同时加强各驻外建管处的建设,进一步提高管理水平和协调服务能力。
四、存在的突出问题和发展思路
建筑业在建设我省沿海经济社会发展强省、建设和谐社会中有着重要的作用。城市化战略的实施,建设沿海经济强省,“环渤海”经济带隆起,京津冀都市圈以及天津滨海新区、曹妃甸、冀东油田、南水北调、上海世博会等国家大型重点工程建设等,为建筑业提供了良好的发展机遇。但做大做强建筑业仍面临着一些突出的困难和问题:一是建筑业整体实力明显偏弱。2006年,我省生产总值居全国第六位,但施工总承包和专业承包建筑业企业单位数、从业人员、建筑业总产值、实现利润分居全国第13位、10位、12位和12位。与经济大省相比,建筑业整体实力明显偏弱。二是政府推动力不强,建设建筑业强省战略不明确,支柱性政策不完善;三是企业家队伍整体素质不高,发展理念需要更新;四是市场竞争力需进一步提高,核心竞争能力较弱。五是区域发展不平衡;六是建筑劳务服务输出体系需要根据市场变化创新完善。
为实现建筑业更好更快发展,巩固和提高建筑业的支柱产业地位,今后要在以下几个方面取得新的突破:
(一)落实省政府《关于加快建筑业发展的意见》精神,完善建筑业发展政策。各级政府要重视建筑业发展的中长期发展规划的编制,制订实施相关的配套政策和措施。省建设厅与省统计部门研究建立建筑业统计监测指标体系,每年发布全省建筑业发展报告。设立省级建筑业发展奖,推动建筑业快速发展。
(二)努力培育大集团,有重点发展优势民营企业。重点培育10家大集团,提高总承包市场集中度,增强在高端市场的竞争力。支持30家有专业和市场优势的民营企业加快发展,完善相关支持政策,指导编制发展规划,适时宣传展示发展成果。
(三)提高产业整体素质,破解竞争力瓶颈。全面实施培训战略,对重点支持企业的董事长、经理进行国内、国外培训。建立建筑业经济联盟,组建河北省建筑业发展互助基金,为建筑业发展提供经济支撑。探索建筑业科技创新体制,引导重点支持企业建立科技研发中心,继续推广科技示范工程。
(四)强化服务指导功能,鼓励“走出去”发展。密切加强与外省长期友好合作关系,调整驻外建筑队伍管理机构布局,完善提高服务功能。在巩固传统建筑市场的基础上,开拓天津滨海新区、重庆、内蒙等地建筑市场,抓住“中非合作”的机遇,加大国际建筑市场开拓力度。建立劳务训练使用输出服务体系,鼓励有条件的市县建筑劳务力资源输出服务中心,重点支持100家大型综合性劳务企业发展,加快建筑业劳务输出步伐。
(五)加快诚信体系建设,创建良好经营环境。按照建设部提出“政府启动、市场运作、权威发布、信息共享”和我省“统一组织规划、统一信息平台、统一评价标准、统一奖惩机制、统一方针政策”的基本原则,依据法律法规,研究制订建筑市场各方主体诚信评价标准,构建全省统一监督平台,实现与有关部门信息共享,建立信用档案,建立健全信用奖惩机制,塑造和维护河北建筑业诚信、务实、勤奋的良好形象。
(六)关爱农民工,创建和谐行业。建立建设领域保护农民工合法权益的长效机制,大力发展劳务企业,取消“包工头”用工方式,逐步实现农民工的实名制信息管理,继续大力推进工程现场创建文明工地和生活设施达标活动,加大农民工建筑业从业技能培训,提高群体整体素质。
