通信发展

    2006年,河北省邮政电信业在不断扩大网络规模的同时,积极推行个性化营销服务,服务内容形式多样,服务水平显著提高,满足并实现多层次、多样化的市场需求,邮电业继续保持健康发展的良好态势。全年完成邮政业务量641.6亿元,比上年增长21.4%。其中,邮政业实现业务总量30.4亿元,增长21.1%;电信业实现业务总量611.2亿元,增长21.4%。
    (一)邮政电信经营规模扩大,竞争能力提高。2006年底,邮政局(所)达1986处,其中农村局(所)达到1244处,农村较大支局窗口全部实现电子化。邮政储蓄网点达到1252处,邮路总长度达4.6万单程公里,其中汽车邮路长度达到4.3万公里,占总长度的93%。邮政汽车达2771辆,比上年增加了476辆,拥有火车邮厢3辆,信函分类理信机和分拣机各两台。在提高效率和竞争力方面,加快报刊传递速度,利用铁路快件发运零售报刊,使到货时间提前了3-4个小时,杂志提前了1-3天;完成了邮政储蓄与电子汇兑两网互通工程,实现了邮政储汇业务的优势互补,建成了邮政绿卡中间业务平台,开办了代收话费、水电费,代发工资、养老金,代理保险等20多种业务。我省的电信市场也逐步从垄断走向竞争,截止2006年底,在基础电信领域,我省共有中国网通集团河北省分公司、河北移动通信有限责任公司、中国联通河北分公司、中国铁通河北分公司、河北省电信分公司、中国卫通河北分公司等六家电信运营企业,分别在本地通信、长途通信、移动通信和数据通信等电信业务中展开竞争与合作。在增值电信领域,全省共有1249家增值电信业务经营单位(省内466家,跨省备案783家),非经营性互联网信息服务(ICP)已备案登记的有56016个,全省电信行业从业人员已经超过15万人。
    (二)邮政业务稳定增长,服务水平进一步提高。2006年,河北邮政坚持在发展中调整业务结构,大力发展各专业中的高效、长效、竞争性和成长型业务。函件专业在民用信函不断萎缩的情况下,着力推进数据库营销和帐单业务、邮政贺卡等函件业务,2006年完成22444万件,实现函件收入1.93亿元,比上年增长了12.2%;报刊发行专业在千方百计抓好订阅业务的同时,下大力量发展报刊零售,积极参与教辅图书征订,2006年订销报刊累计达到65249万份,实现收入2633万元,比上年增长16.2%;集邮专业重点开发定向邮品、个性化邮票,同时精心组织邮票首发式、新邮预订、集邮展览等业务,集邮业务完成3750万枚,比上年增长了10.5%。速递专业拓展县级区域和国际市场,完成特快专递1023.4万件,比上年增长了21.4%,实现收入2.99亿元,比上年增长19.6%;邮政储蓄不断优化业务结构,2006年实现储蓄收入14.4亿元,比上年增加了6.6%;物流专业、汇兑专业、代理保险业务等积极采取措施,实现了收入的快速增长。在提高服务水平方面,河北邮政对全省服务网点进行了整修,改善了用邮环境;改进服务方式,变“坐等用户”为“上门服务”,对大客户实行了派驻服务;加强服务监管,成立了“河北省邮政用户投诉受理中心”,2006年受理用户业务咨询及投诉2421件,解决率达到100%。
    (三)电信业务收入平稳增长,行业监管力度加大。2006年全省电信业务收入完成273.9亿元,比上年增长13%。电话用户增长放缓,全省固定电话用户为1657.2万户,比上年仅增长1.8%。其中,城市电话用户1005.2万户,比上年增长6.1%;农村固定电话652.0万户,比上年下降4.3%。移动电话发展势头不减,全年新增465.5万户,达到2251万户,居全国第六位。互联网宽带化趋势明显,越来越多的集团和个人用户开始使用互联网宽带业务,全年新增60.1万户,达到191.8万户。我省改进电信监管工作方式,树立监管为民的理念,相继开展了“畅通网络,诚信服务”、“阳光.绿色网络工程”、“移动信息服务业务资费和收费行为治理”以及互联网接入服务市场专项治理等一系列专项活动,有效解决当前广大消费者关注的“短信陷阱”“虚假、误导宣传”等热点难点问题,电信运营企业和移动信息服务企业依法经营的意识不断加强,用户投诉率显著下降。
