水利资源

  一、水资源的总体概况
  我省河流年径流量约600亿立方米,主要集中在黄河、长江、内陆河3个流域9个水系,黄河流域有洮河、湟河、黄河干流、渭河、泾河等5个水系;长江流域有嘉江水系;内陆河流域有石羊河、黑河、疏勒河3个水系。全省河流年总径流量603亿立方米。
  1.地表水资源:我省境内自产水多年平均径流量299亿立方米,其中,黄河135亿立方米,长江106亿立方米,内陆河57.9亿立方米,人均自产水量1500立方米,居全国22位。人境河川径流量304亿立方米,自产加入境的总水量为603亿立方米。总的来看,全省地表水资源较少,分布也不平衡。长江流域为丰水区;黄河流域为缺水区;黄土高原北部既缺地表水,又缺地下水,人畜饮水困难,是严重缺水区。
  2.地上水资源:全省地下水资源149.8亿立方米/年。在地下水资源中与河川径流不重复的资源量有10.5亿立方米/年,其中北山及走廊山脉2.06亿立方米/年,走廊平原4.94亿立方米/年,黄土高原3.51亿立方米/年。地下水天然补给量系包括河流、渠系、田间灌溉、大气降水入渗及凝结水,全省总量为149.2亿立方米/年,其中走廊平原地下水站给量44.17亿立方米/年,黄河、长江流域山间盆地和河谷潜水17.24亿立方米/年。
  3.冰川资源:省内高山冰川主要分布在祁连山区,冰川总面积1596.04平方公里,冰川储量786.87亿立方米,每年补给河西三大流域冰川融化水量约9.5亿立方米,占河西河川径流量72.6亿立方米的13.1%。
  4.水能资源:我省境内黄河、白龙江等水系,水量充沛,落差集中,水力资源总蕴藏量达1309万千瓦,发展水电建设有得天独厚的条件。全省现有水电站29座。总装机容量已达301.5万千瓦,年发电量130多亿度.
  二、“121”雨水集流工程
  我省中东部地区是全国典型的干旱农业区,年降水量仅250毫米~600毫米,且地域和时空分布极不均匀。因此,几乎年年有旱情发生,粮食产量低而不稳,农村饮水十分困难。针对这种情况,甘肃省委、省政府在总结90年代初期的集雨工程试验成果和农民打窖集雨成功经验的基础上,组织实施了“121”雨水集流工程,并不断深化、发展,形成了以集雨工程为纽带,“梯田+地膜+集雨+科技+结构调整”的旱地农业发展模式,即:每户建100平方米左右的集流场,打两眼水窖,发展1亩左右的庭院经济。截至2002年底,全省已建成集雨水窖(池)218.3万眼(处),解决人饮困难197万人,发展补灌面积404.6万亩。其中人饮水窖(池)66.8万眼(处)。“121”雨水集流工程为干旱山区解决人畜饮水和旱作农业实现稳产高产创出了路子,基本解决了中部干旱山区人畜的饮水问题。
  三、黑河节水
  黑河是我国西部地区较大的内陆河,发源于祁连山区,总流域面积约13万平方公里,多年平均径流量为36.6亿立方米.我省黑河东部水系辖张掖地区张掖、临泽、高台、山丹、民乐、肃南六县(市)和酒泉地区金塔县,总面积3.3万平方公里,总人口127万人。该地区被国家确定为全国十大商品粮基地和十二个蔬菜基地之一。区域内建成中小型水库49座,总库容2.45亿立方米,干支渠道4378公里,小型机电提灌站87处,配套机电井3092眼,发展有效灌溉面积392.6万亩,其中林草灌溉面积66万亩,全区粮食总产量10.27亿公斤,以全省5%的耕地承担了全省35%的商品粮交售任务,农业总产值28.85亿元,工业总产值27.12亿元。
