经济建设

 近期,甘肃省统计局在贯彻党的十六届五中全会精神,谋划统计未来发展时提出"坚定一个目标,突出两个坚持,加强五项工作"的发展思路,将加快信息化建设列为两个坚持之中,充分说明统计信息化建设的重要性。

信息化是统计现代化的集中体现,是统计未来的发展方向,直接影响统计工作的水平和质量。随着统计业务的发展和开拓,统计信息化工作面临着从以建设为重点向以应用为重点的转型,信息开发利用的未来发展趋势是自动化、集成化、产品化。本文结合企调队数据库建设实际,对统计信息化建设提出一些思考。

一、统计信息化建设面临的形势

几年来,甘肃省统计信息化建设取得了重大进展,随着统计内、外网和远程网以及办公自动化的开通,统计工作的思维模式、工作模式和数据处理手段、统计服务手段发生了较大的变化。遵循"以任务带建设,以应用促发展"的原则,初步建成省、市、县三级统计信息系统的主干网络,为统计工作的网络化奠定基础。甘肃省统计系统在网络基础建设、办公自动化建设、数据库应用系统开发、网络环境下的业务建设等方面取得了显著成绩。我局自行开发研制的《甘肃省社会经济地理信息系统》和《宏观经济数据库系统》分别达到国际和国内先进水平,信息化工作得到国家及兄弟省市的充分肯定,多次派人观摩学习,信息化走在全国统计信息化前列,被评为全国十个先进单位之一。

统计信息化已经从辅助性工作渗透到统计业务的核心工作中,已经成为统计业务流程中的重要组成部分。省局开发的数据库系统以《社会经济地理系统》和《宏观经济数据库系统》为代表,都有很高的技术含量和深厚的理论基础。前者充分利用多维数据库技术,突出了数据的三维性,使数据具有空间感和立体感,是空间地理系统理论在统计方面的创新性应用,使"数字化"有更深刻的含义,创新性可见一斑。后者所建立的数据库指标体系,以统计学原理为理论依据,横向分类更符合当前的社会经济发展规律,纵向的钻取式查询技术,与数据仓库理念不谋而和,两个系统都得到了国家和甘肃省有关技术部门很高的评价。三支调查队数据库开发应用方面也各有千秋,以企调队数据库建设为例。企调队信息工程建设是以"四库两网"为构架的数据库设计思路,"四库"为企业调查资料库、企业信息库、企业名录库、政策理论库;"两网"即企调内网和外网。系统集信息管理、处理、应用为一体,具有信息采集多接口、信息处理多功能、信息使用多形式等特点。由于设计原则遵循了科学性、可靠性、安全性、便捷性、合理性、可扩充性、可转换性等,因此功能实用全面,操作灵活简便,具备数据加载、资料管理、数据存储的管理功能,使企调队多年积累起来的企业统计信息资源通过计算机数据库和网络等先进技术得到科学、规范、高效、安全的统一管理和有效利用,实现各类企业统计信息(数据、文字、图片)在企调系统内的信息共享与服务,其后台数据库为oracle 9i,前端开发采用asp.net、vb.net等技术,采用b/s结构(浏览器/服务器)方式。目前,系统以数据管理为主,客户端零维护,系统扩展升级容易,网络方式下由系统管理员分配一个用户名和密码就可使用。就系统在数据库部分而言具备了以下特点:第一,信息采集兼顾了文字、图片、表格,手工录入和文件导入可同时进行;第二,数据库存储采用DBF等多种数据格式导入方式,增加了字段控制功能,满足了规模以下工业、企业集团、现企、重点企业、企业景气、专项调查等,数据整齐、统一、直观;第三,企业名录库可实现整体导入及在线维护;第四,系统管理功能强大,部门设置用户权限分组合理、规范;第五,增加了在线帮助及工具下载功能;第六,提供模糊查询功能。运行半年多以来,由于方便实用,分专业定期维护,效果良好。

虽然,局队统计信息化建设在网络数据库开发方面为统计工作的现代化奠定良好的基础,但以下问题也不容忽视。

(一)技术性缺陷

1、统计信息资源管理分散。目前,局、队共建有《甘肃省社会经济地理信息系统》、《宏观经济数据库系统》以及城、农、企调队各自数据库共六套数据库系统,且六套数据库的数据采集和来源各为一隅,就统计应用而言,各有用户群,就管理来说属大分散小集中的管理方式。由于采用多个系统,数据来源复杂,信息管理无法实现一体化,信息资源无法得到有效利用。

2、存在"四多四少"现象。系统对信息资源的开发和利用存在着"四多四少"现象,即原始信息多,加工整理信息少;孤立分散的信息多,交流共享的信息少;行政性开发的信息多,市场化开发的信息少;静止状态的信息多,动态反馈的信息少。数据库中能保持不断更新和有效利用的只占少数。

3、各种因素造成的维护障碍。由于在系统的实用性和运营维护的方便性方面存在一定缺陷,系统建成后往往由于众多因素,诸如相关制度保障,系统的可行性、可操作欠缺、以及对系统的长期维护缺乏规划等,而造成数据库信息更新维护不力、系统与系统之间数据的不一致、信息资源的可用性降低等问题。特别是由于系统的实用性不够,无法激发加载者的加载热情,数据库系统建成后,往往由于维护不够及时导致数据库的基本性能即完整性、一致性和实效性失效。

4、采集、管理、处理及查询自成体系,系统间没有公共接口,维护难度增加。由于各信息系统没有公共接口,维护不同步,结果造成信息不一致,共享程度差。对内无法使用,对外无法公布,产生信息的重复加载,或统计业务信息与数据库维护脱节等问题,造成人力、物力的资源浪费,统计专业人员不堪重负,系统管理人员疲于应付,违背信息化的根本目的。

5、对统计整体业务缺乏统筹性支持。从目前局队开发的各类数据库系统来看,都有一定的局限性,各系统软件环境不同,数据库框架和结构不同,统计指标取舍不同,实现的目标重点不同,应用方式不同,但共同缺乏的是对统计业务统筹性的整体支持,因此难于推广,这也是造成资源浪费和维护困难的重要原因。

(二)统计信息化与统计成本

统计信息化的目的是为了合理配置资源,提高统计工作效率,实现统计现代化,但统计信息化建设是高科技、高投入工程,存在导致统计成本上升的情况。

1、技术上的不衔接造成成本的增加。计算机处理软件不统一、不衔接,增加了数据汇总、加工和入库的工作量和工作周期,也增加了统计成本。近年来,统计系统在受益于先进的计算机网络数据库技术的同时,由于各专业所使用的统计数据处理软件的不同,额外增加了许多不必要的工作成本。据初步统计,在政府统计部门,不同时期开发的软件共存,基层统计部门使用的各类软件达20多种,操作系统支持环境有DOS、WIN95、WIN98、WIN2000、WINXP 等等,这种状况的存在势必带来各种兼容问题、衔接问题和公共接口问题,无形中增加了软、硬件成本。

2、系统与硬件的兼容性造成的成本增加。统计计算机配置从80年代的DOS到90年代的WINXP,其计算机软件换代速度之快,使统计系统硬件难以适应,80年代配备的机器已无法适应现在的网络环境和数据库环境,使基础统计部门一方面低配置机器闲置,另一方面计算机却无法适应工作。因此,不得不花大量的钱购买计算机,加大了统计成本。

3、脱离实际的统计造成的成本增加。统计制度改革滞后,一些指标在含义、调查方法和必要性等方面与现实脱节,其统计数据、调查结果也难以真实反映现实状况,一方面数据库积存大量数据资源无用场,另一方面数据库信息无法满足领导和社会的需要。

4、质量控制办法简单造成成本增加。数据质量控制办法简单,操作过程不透明、降低了统计信息的公信度,增加了诚信成本等。

二、统计系统资源整合的思考

统计信息化建设要从追求配备率和使用率向追求使用效率转变,从节省资源的成本,促进资源的共享,提高资源的使用效益入手,避免相互封闭、各自为政、重复建设、互不沟通、资源分散、难以共享的情况,避免信息系统平台过多,分散人力、财力、物力和系统相对独立、数据源的不统一,导致统计的诚信度降低。因此在统计信息化建设中,需要我们共同思考几个问题,一是信息化建设规划的创新性问题;二是搞好信息系统资源规划,提高资源有效利用,整合系统资源问题;三是利用信息资源规划对应用开发的指导、控制和协调作用;四是建立信息资源管理基础标准;五是建立一套具有可持续发展的统计信息系统运行机制,完善信息采集指标体系,开发通用的信息采集软件,推行统一数据标准,提高信息共享水平,从而全面提高统计信息资源开发利用,改善统计整体信息环境内系统数据库的异构现象。

1、提高对统计信息化建设的认识层次。如果统计信息化只是作为技术支持手段,那么对信息化的理解就会过于狭隘,而较高层次的认识,应该是统计信息化是信息技术对传统统计工作的全面改造,包括业务流程、管理、组织等诸多方面。但是现在我们已不能停留在这个层面,还需要进一步突破。当前这个阶段的统计信息化已经不仅是信息技术的应用和对传统统计工作流程的改造,而且还有信息技术本身和基于信息技术所包含、所带来的信息、知识、技术和创新。统计信息化不是孤立的,与整个信息产业的发展以及社会的参与程度密不可分,应该不断适应新技术、新经济和社会发展需求。深化信息化的应用层次是提高统计形象和统计工作质量的先决条件。

2、统计信息化规划思路要有创新。统计信息化应该与社会整体信息化的发展同步,应该看到统计信息化的重心正在发生转移,认识上需要提高,统计信息化规划也相应要有新思路。根据当前我国信息化的情况分析和发展需求,统计信息化的发展思路应该为--以信息技术在统计中的应用、渗透、变革为主导,开发和集成各类统计信息、知识与技术资源;以统计公共服务平台为主体,抓住新机遇,推动体制创新,降低统计信息化总成本。概括地说,就是"以信息技术为工具,以信息资源为中心,以统一统计平台为驱动,在全面发展中解决现实问题"。加强统计产业和基于网络的统计服务的发展,扩大统计信息化的服务对象和服务内容。

3、统计信息化建设要靠新体制推进。应该把形成一个强有力的统计信息化体制作为统计信息化规划本身最重要的内容,也作为统计信息化管理体制的一个重大创新。主要包括以下两点:一是要有一整套运行协调的管理体制。目前,我们在一定程度上存在信息化体制职能相对分散,协调难度较大,建议加强统计信息化的协调机制建设,实现集规划、协调、管理、监督和研究于一体的强有力的信息化执行机构;二是创造一个能够充分吸纳各种力量参与统计信息化建设的体制和机制。

4、重视统计应用系统平台的顶层设计。统计应用系统平台开发是否成功,关键在于对数据流分析和系统平台的顶层设计。系统顶层设计包括三个主要部分:一是应用系统的功能模型;二是应用系统的数据模型(其中包括数据标准化);三是应用系统的体系结构模型。应用系统平台性能应该从以上三点着手,才能达到搞好统计信息资源规划、整合系统资源、减少资源浪费,提高资源有效利用率和确保统计信息资源的有效开发利用的目的。

5、搞好统计业务处理平台的整体性衔接。目前我们面临的主要问题一是由于存在不同数据库系统平台而产生的系统衔接问题,二是统计业务与统计信息应用平台之间的衔接问题,也就是实用性的问题。前者产生的原因,主要是由于开发数据库应用系统的前提和出发点不同,侧重点不同而出现了不同的数据库系统应用平台,属应用衔接问题;后者则由多种原因造成,如国家局针对专业直接下发而非自主开发,软件开发思路、应用环境,业务需求、历史传承等,属统计业务与软件开发的衔接问题。对于同样的统计业务流程、同样的统计专业人员、同样的统计资源和同样的统计服务需求,更应该注重共性因素和专业相通性,将相关的制度、指标、规范、技术、统计需求等通盘考虑,使系统功能多元化、平台单一化,这肯定会增加系统的开发难度,但有利于集中管理、降低管理成本和提高管理效率。

搞好应用系统整体衔接,对于改善信息重复采集和低效开发的局面,建立相对完善的统计信息平台、提高平台的实用性和使用效能肯定是大有裨益,值得深度研究。

6、重视统计信息资源规划对应用开发的指导、控制和协调作用。一是重整数据结构。以统计信息资源规划的数据模型(基本表和数据标准)为"标杆",来逐一衡量、评估已有数据存储结构,找出具体差距,确定哪些数据结构可以修改、补全,哪些数据结构不合理应该抛弃,还要增加哪些新的数据结构,从而形成高档次数据环境的数据结构。二是组织数据转换。对已积累的数据库资源,不论其结构的科学程度如何,都是重要的信息资源,需要按基本表的结构标准编制数据转换加载程序,将原有数据库资源迁移到新数据库中去。三是要建立中心数据库及内、外数据交换接口。以统计专业基本表为标准,根据对各专业的输出、输入数据流分析,开发中心数据库、中心数据库接收专业数据的数据接口和中心数据库向专业传输数据的数据接口。

7、建立统计信息资源管理基础标准。统计信息化建设中的标准化工作是一项具有知识密集、资料密集、工作量大等特点的基础性系统工程,建立统计信息资源管理基础标准应该从以下几方面入手:

第一、统计信息指标体系标准化。统计信息指标体系是指所有统计信息的标准,按其内在联系所组成的、科学的有机整体,是统计信息管理的基础,应具有目标性、集合性、可分解性、相关性、适应性和整体性等特征。统计信息指标体系的设计应该保证覆盖统计专业基本指标,并能及时、准确地生成这些统计数据。在统计应用和统计业务众多的情况下,只有统一和规范指标体系,才能使各系统、各专业和各个层次开发和实施的信息应用系统能够实现数据和信息的兼容与共享。因此,建立科学的、实用的、完善的统计信息指标体系结构是统计信息标准化工作的首要任务。

第二、统计信息分类编码标准化。统计信息分类编码是对一些常用的、重要的数据元素进行分类和代码化。统计信息的分类与取值是否科学和合理直接关系到信息处理、检索和传输的自动化水平与效率,统计信息代码是否规范和标准影响和决定了信息的交流与共享等性能。因此,统计信息分类必须遵循科学性、系统性、可扩展性、兼容性和综合性等基本原则,从系统工程的角度出发,把局部问题放在系统整体中考虑,达到全局优化效果,建设以国际标准化组织的ISO/IEC11179标准为指导的统计信息元数据库系统,为统一电子业务平台、数据中心的建设提供业务标准、信息结构标准与信息编码标准。

第三、统计信息应用系统开发标准化。统计信息应用系统开发标准化主要指在系统开发中遵守统一的系统设计规范、程序开发规范和项目管理规范。系统设计规范是字段、数据库、程序和文档的命名规则和编制方法,应用程序界面的标准和风格等。程序开发规范是对应用程序进行模块划分、标准程序流程的编写、对象或变量命名、数据校验及出错处理等过程和方法作出规定。项目管理规范规定项目组中各类开发人员的职责和权力,开发过程中各类问题(如设计问题、程序问题等)的处理规范和修改规则,文档的编写维护。在统计信息系统开发过程中,必须遵守软件工程的设计规范,实现统计信息系统开发标准化。

第四、统计信息交换接口标准化。统计信息交换接口标准化是对统计信息系统内部和信息系统之间各种软件和硬件的接口与联系方式以及信息系统输入和输出的格式制定规范和标准,包括网络的互联标准和通信协议、异种数据库的数据交换格式,不同信息系统之间数据的转换方式等,这项工作意义重大,是实现资源整合重要基础。

8、构建以整合为主的统一信息处理平台。从整合手段来看,主要有三个方面的系统整合,其一为物理整合,即将多设备整合而为一部或较少几部更大型的设备,实现统一管理和快速反应;其二为逻辑整合,即通过系统管理软件等手段对物理上分散的设备资源和数据资源进行虚拟化的集中管理。其三是应用整合,主要有服务器整合、存储整合、数据库整合和数据整合等形式。从数据的角度来观察,整合可以理解为对统计信息流的重新审视、高度组织和深度利用,一切外在设备、技术和应用系统不过是统计信息的运动载体。目前来看,整合主要指随着信息化的不断深入,业务和技术逐渐结合,在统一的技术平台下,实现数据共享和功能集成,充分发挥系统的整体资源,使整个系统在信息化条件下协同工作。

9、以实用为原则,集中管理,分散维护。一直以来,我局所建的各类数据库系统都存在或多或少系统实用性不强等问题,造成建库容易、维护难最终为"死库"的结局,这个问题牵扯面较广,因素复杂,有体制方面的,有方法制度方面的,也有系统本身方面的,但有一点是肯定的:就是系统的实用性问题。以服务为主体的数据库信息系统,实用性永远是第一位的。实用性是系统赖以生存的基础,其稳定的运行环境、开放统一的开发接口、灵活的部署方式,以及能够全面满足统计综合业务的各种需求是实用性的最好体现。

将全部统计专业的信息处理通过应用平台集于一体,坚持信息一致性和高度共享的原则,采取单入口多出口的信息采集发布模式,信息做到一次性采集,多形式应用,保持数据和业务的完整性和一致性,从全面提升统计业务能力、优化统计工作流程的目的出发,使得各级统计人员彻底从烦琐的手工作业中解脱出来,把更多的精力投入到数据质量控制和统计分析上来,这是实用性最好的结果。
